A common problem around southern Ontario. Royal Construction and Seals take great care to remove at least two and a half feet of clay before laying down an industrial liner to prevent the clay from rising as well as keeping weeds from growing. In the installation pictured below, we added 20 tons of gravel to make a based that was acceptable.
